** Go to Run Command (Start to Run).
** Now Type "regedit" and Click the Enter Button.
** Follow Beneath URL –

" HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVe rsion\Authentication\ LogonUI\Background " 

** Select Your Background Image for Log-on Screen

(Size Must Be Less than 256 kb).

** Copy Your Image in "C:\windows\system32\oobe\info\backgrounds"
** Rename Your Image to "backgrounddefault.jpg".
** Now Reboot Your System,Your Logon Image would have Changed.
